Same plot. Same planning system. A far more valuable outcome.
A client came to Bourne Architects with a plot in North London that carried planning consent for nothing more than a two-bedroom bungalow. On paper, the site’s value was fixed. In reality, its potential was locked behind the right planning strategy.
The challenge
The existing consent limited the plot to a modest single dwelling. Converting that consent into a higher-value use meant persuading the council that a four-bedroom HMO was appropriate for the site: parking, amenity space, neighbour impact and HMO-specific standards all had to be answered before they were asked.
Our approach
We never treat planning as a lottery. Before committing to a full application, we submitted a pre-application to open a direct dialogue with the planning officers. Their feedback shaped the scheme: room sizes comfortably above HMO minimums, a layout that protected neighbour amenity, and a design argument built around the borough’s own housing policies. Only then did we submit the full application, with every anticipated objection already addressed in the drawings and the planning statement.
The result
Planning permission granted: a four-bedroom HMO in place of a two-bedroom bungalow consent. The same piece of land now supports four lettable rooms instead of one small dwelling, a transformation in both rental income potential and underlying site value. The approved scheme was designed to HMO licensing standards from day one, so the route from consent to completion is already mapped.
Why it worked
Three things made the difference: a pre-application that revealed the council’s position before we committed; a design shaped by policy rather than argued against it; and one team carrying the project from first sketch to approved drawings. As a RIBA Chartered practice working alongside our CHAS and Constructionline Gold accredited sister company, Bourne Management & Building, we take projects from planning strategy through to construction under one accountable roof.
